Foreign nationals participating in the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29) will receive electronic “Special COP29 Visas” from Azerbaijan.
The new COP29 special visa is a single entry visa. All foreign participants attending COP29 must have a passport valid for at least six months from the date of entry into Azerbaijan, VisaGuide.World reports
Foreign Nationals Planning to Leave & Re-enter Azerbaijan Must Reapply for a COP29 Special Visa
If a participant plans to leave and re-enter Azerbaijan during COP29, they must reapply for the special COP29 visa using their UNFCCC registration number after the initial process.
Upon registration approval via the UNFCCC Online Registration System, participants will receive a link to apply for a visa in the UNFCCC registration confirmation email.
The COP29 special visa will indicate its issuance date and remain valid until November 30 2024. However, the system for applying for an electronic visa for COP29 is expected to be introduced soon.
Participants are encouraged to promptly apply for the COP29 Special Visa once their UNFCCC registration is confirmed. Please use the visa portal link in your UNFCCC registration email to track your visa status.

Azerbaijan’s COP29 host status was confirmed at the plenary session of COP28 on December 11, 2023, after Baku won collective backing from other Eastern European countries.

Baku is expected to host approximately 70,000 to 80,000 international guests, making it the focal point for global climate discussions.
Moreover, Azerbaijan has reaffirmed its commitment to reducing greenhouse gas emissions by 35 percent by 2030, with plans to increase this target to 40 percent by 2050. The government of Azerbaijan considers fulfilling commitments under the Paris Agreement, adopted in 2015 and actively working towards these goals as top priorities.
Moreover, the United Nations Framework Convention on Climate Change (COP) is an agreement signed at the Earth Summit in Rio de Janeiro in June 1992. Its primary objective is to assess global progress in combating climate change. 198 countries are parties to the Convention. Unless the parties agree otherwise, the COP is held annually.
