Russia to Grant Only 5,500 Temporary Residence Permits in 2025

The government of Russia has decided to reduce the quota for temporary residence permits (TRP) for 2025 to 5,500 compared to this year’s quota of 10,600.

This is the fifth consecutive year in which Russia’s government has reduced the number of permits issued, VisaGuide.World reports.

According to a report from TASS, the temporary residence permits granted will be distributed equally through the country’s regions depending on the number of applications received.

1000 and 350 permits, or the highest number, will be received by Moscow and the Moscow region, respectively. 

The quota for St. Petersburg for 2025 will be 200, while for territories like Tatarstan 100.

Authorities in Russia issued over 39,000 temporary residence permits in 2021, decreasing to 19,000 in 2022 and 13,500 last year.

Russia to Grant Temporary Residency to “Embracers of Russian Values”

In August this year, the President of Russia, Vladimir Putin, signed a decree permitting international and stateless persons to apply for temporary residency in this country.

The decree came to support those who share “Russian values”. The program does not follow traditional quotas and abolishes all the requirements for proof of Russian language skills and knowledge of Russian history.

Citizenship to Cubans Joining Russia’s Army

In May this year, the President of Russia also announced that he would offer Cubans passports to Russia, provided they become part of the Russian Army, following the invasion of Ukraine by Russia.

Furthermore, Putin offered them $2,000 a month for those interested in joining the Russian Army.

EU Issued Over 115,000 Residence Permits to Russians in 2023

On the other hand, the  European Union countries issued more than 115,000 residence permits to nationals of Russia, allowing them to stay for a period of three months.

A report from Athens News reveals that the highest number of residence permits issued to Russians by EU countries was registered in Germany.

Spain accounted for the most active growth of residence permits issued to nationals of Russia.

In contrast, Greece and Estonia reduced the issuance of residence permits to Russian, 57.9 percent and 54.8 percent, respectively.

Russian economists said that over one million people left Russia in 2022. As a result, Russia lost about one and a half percent of its overall workforce.

A previous report from Bloomberg provided in May this year said nearly 40-45 per cent of those who in 2022 left the country have already returned to Russia.
