Canada has announced two new pilot programs to provide eligible caregivers with permanent residence (PR) upon their arrival, the Minister of Immigration, Refugees and Citizenship (IRCC) has announced.
The eligible home care workers will also have the opportunity to work for organizations that offer temporary or part-time care for individuals who are semi-independent or recuperating from an injury or illness, VisaGuide.World reports.
According to IRCC, this new route makes it easier for international caregivers to find good jobs with trustworthy employers and quickly obtain resident status upon arriving in Canada.
These new PR on arrival pilot programs mark an important step forward in Canada’s efforts to meet the evolving home care needs of its diverse population.
Minister Miller: Caregivers Play a Critical Role in Supporting Canadian Families
The Immigration Minister, Marc Miller, said that caregivers play an important role in assisting Canadian families and emphasized the necessity for government programs to recognize their significant contributions.
As we work to implement a permanent caregivers program, these two new pilots will not only improve support for caregivers, but also provide families with the quality care they deserve.

What Are The Requirements for Applying to These Programs?
Foreigners who wish to work in Canada’s home care sector can apply through these pilot programs as long as they meet the following requirements:
- Achieve at least level four on the Canadian Language Benchmarks (CLB)
- Have the equivalent of a Canadian High School Diploma
- Possess recent and respective work experience
- Secure an offer for a full-time home care position
As further noted in the official statement, more information will be provided prior to the full launch of these pilot programs.
Canada to Grant PR to 15,000 Caregivers During 2024-2026
The Canadian authorities said that over 15,000 caregivers will be admitted as permanent residents by Canada under the 2024-2026 Immigration Levels Plan.
Meanwhile, about 5,700 caregivers and their family members have obtained permanent residency since the launch of the Home Care Provider Pilot and the Home Support Worker Pilot in 2019 until April 30, 2024.
