Although citizens of Croatia are allowed to visit any Member State of the European Union, they cannot work within the UK without having a registration certificate. There are three different types of such certificate: purple registration certificate, blue registration certificate or yellow registration certificate.

What is a Blue Registration Certificate?

This certificate is required when a Croatian citizen does not need any work authorization to get a job in the UK.

This certificate is issued so the employers can identify that the holder is allowed to work without conditions. The application for this certificate is possible only from within the UK.

Who Qualifies For a Blue Registration Certificate?

Croatian citizens who meet the following conditions are exempt from having a work authorization if they want to work in the UK:

  • Had a visa which allowed them to work freely in the UK (on 30 June 2013);
  • Had a visa which allowed them to work freely in the UK and they worked for 1 year (on 30 June 2013);
  • Had a visa which allowed them to work freely in the UK and they worked for 1 year (on or after 30 June 2013);
  • Are granted the right to live permanently in the UK (under regulation 15 or the EEA regulations);
  • Have the right to live permanently in the UK and has another nationality from an EEA country, despite the Croatian nationality (dual nationality);
  • Have a spouse, civil partner, unmarried or same sex-partner who is a British citizen;
  • Is a partner or a child younger than 18 of someone with a temporary work visa;
  • Is a partner or a child younger than 21 of someone with an accession worker authorization and is working in the UK through such authorization;
  • Is considered a highly-skilled worker in the UK with a complete freedom to work
  • Is an endorsed by the competent authority as a Tier 1 (Exceptional Talent);
  • Has received either a Bachelor, Masters or a Doctoral degree from a UK HEI, or a Higher National Diploma (HND) by a Scottish HEI in the last year
  • Is a posted worker (working in the UK for an EU company which operates out of the UK);
  • Is working in a diplomatic mission (or other exempt category)
  • Is a valid Work Permit holder (before 1 July 2013);
  • Have an EEA citizen or a settled in the UK partner, parent or dependent relative;
  • Is in the UK as a student, and either:
  • Has a registration certificate showing that they are working for over 20 hrs./week during semester period, or during the semester-breaks;
  • Has a student visa and they are working within the visa limitations to work, if the limitation is twenty 20 hours during the semester period and unlimited during semester-breaks (a visa must be issued before 1 July 2013 that is still valid)

Visas that allow the holder to work without any limitation

  • The Indefinite Leave to Remain (ILR) (so-called the settlement permission);
  • Visa issued under refugee or humanitarian status;
  • Discretionary Leave;
  • Exceptional Talent Visa;
  • Dependent Visa as a partner of a British citizen or someone living as settled in the UK;
  • Dependent Visa as a dependent of a work permit holder;
  • Visa as Highly Skilled person under Highly Skilled Migrant Programme (HSMP);
  • Visa as a pre-Tier 4 Postgraduate Doctor and Dentist Scheme

With a blue registration certificate, a Croatian citizen is allowed to work in the UK without any limitation, or how many hours they want to.

To apply for a job the candidate of this category should offer:

  • Blue registration certificate;
  • The passport or travel document to confirm the Croatian citizenship

What is a Purple Registration Certificate?

This certificate is given to Croatian citizens who are required to have a work authorization to get a job in the UK. To be able to work, persons in this category must obtain the purple certificate. To get this certificate they must have a sponsor employer in the UK and the application for it can be done from outside the UK.

The rule of having a sponsor employer or a purple certificate does not include those who have a degree issued by a UK educational institution, or those who are endorsed in Tier 1 Exceptional Talent.  They must get a blue registration certificate instead, for working in the UK.

Conditions to take a purple registration certificate

  • Must not qualify for a blue registration certificate;
  • Must have a job offer by a UK registered sponsor employers for the purple registration certificate (the reference sponsorship number will be needed as a prove);
  • Must have a good understanding of the English Language (for some job positions only);
  • Must have a letter from the employer, as a replacement of the sponsorship certificate number (only for a domestic servant in a private household, the sole representative of an overseas business, or a postgraduate doctor or dentist doing a foundation programme)

How to apply for a purple registration certificate (work authorization)?

This is a two staged process, where the first step is getting the sponsorship certificate from a Tier 2 or Tier 5 licensed sponsor employer, and secondly application for a work authorization or purple registration certificate.

To get a sponsorship certificate from any of Tier 2, or Tier 5 sponsors for working in any job in the Tier 5, the same conditions apply for Croatian citizens as for all persons in the Tier 5. The same holds for those in the Tier 2 except for the following conditions:

  • English language requirements;
  • Maintenance requirements;
  • Tier 2 ‘Cooling-off’ period.
  • Work is permitted at NQF Level 4 and above

Croatian citizens who do not need a sponsorship certificate are:

  • Those within a Foundation programme Doctor or Dentist;
  • Domestic Worker in a Private Household;
  • A Representative of an Overseas Business

With a purple registration certificate, Croatian citizens are allowed to work in any job permitted by their certificate of sponsorship.

To apply for a job the candidate of this category should provide:

  • Purple registration certificate;
  • The passport or travel document to confirm the Croatian citizenship

If the holder of this certificate, meanwhile, wants to move into another job, they must apply for a new purple registration certificate.

What is a Yellow Registration Certificate?

This certificate is given to Croatian citizens who want to get self-employed or who are students in the UK. This certificate is to show that the Croatian citizen has employment limitations, and the application to take such document is done only from within the UK.

Croatian citizens who qualify for the yellow certificate are:

  • Self-employed. Must apply for this certificate although they do not have an employer to show it, but they must be recognized as legal self-employers through this certificate
  • Self-sufficient. Must apply for this certificate although they do not have an employer to show it, but they must be recognized as legally self-sufficient through this certificate. To get this certificate the candidate must:
    • Be capable to cover their living and accommodation costs (without using public money);
    • Have a private comprehensive health insurance or;
    • Have a European Health Insurance Card (EHIC) for himself and dependents
  • Students – If they are studying in the UK and want to get employed during studies. To get this certificate as a work authorization a candidate should offer:

With a yellow registration certificate, a Croatian citizen can work as a student maximum 20 hours in semester period and as many hours it wants in a semester-break.

Dependents of Croatian Citizens Working in the UK

Dependent family members (partner, child younger than 21, and dependent adult son, daughter, parent, grandparent) of a Croatian citizen working in the UK (with any of the aforementioned certificates) or who are settled in the UK, are generally allowed to work in the UK also.

Dependent Croatian citizens can apply for a blue registration certificate to confirm their authorization to work. They can work without a certificate for up to one  year as long as the main candidate is with a valid certificate himself or enjoys the right to work.

Until they reach one year of working in the UK – their certificate will only be valid for as much as the main candidate has a valid certificate or while being permitted to work.

Dependent Non-Croatian citizens can apply also for a residence certificate to confirm their right to work in the UK, where:

  • They must apply for an accession residence card – when the main candidate has a purple registration certificate;
  • They must apply for a residence card – when the main candidate has a blue, yellow or no registration certificate
